The facts:
Barack Obama supported and voted "yes" on the original TARP legislation -- the bill that authorized the Secretary of the Treasury to buy shares of banks. It was on his watch.
While it's true that the Medicare drug plan wasn't on his watch, it's only because he wasn't yet a U.S. senator at the time. Democrats that voted "yes" on that bill included both senators from Illinois, current majority leader Harry Reid, Edward Kennedy, and Obama's vice president, Joe Biden. It's logical to assume that Obama would've supported that bill if he were a U.S. senator in 2003.
