Don't buy on margin, because there is some external downside risk. However, you should be fully leveraged to take advantage of short-term volatility as well as long-term growth, because there are many value and growth stocks "on sale" now.
Get on board before the big leaguers are forced to plow back in, especially if you can afford to be patient. Make sure to stick to stocks with strong balance sheets, and always sell a portion of your positions into strength so you can re-buy on dips.
